In a paradisiacal, yet pirate-ish environment, the goal is to dig up, dive for, and steal the most valuable treasures before the city-island bank runs out of money. In order to do this, you need to build up your illegitimate navy with more sailors, greater ships and tons and tons of cannonballs.
